Russian TR CU certificate (Technical Regulations of the Customs Union certificate)

.The importation of goods into the territory of the Russian Federation is regulated by the national customs legislation of the Russian Federation and international legislation of the Customs Union of the Eurasian Economic Union. The international legislation of the Customs Union provides for the admission into the market of low-voltage equipment and electronic equipment with the permitted characteristics. For legal importation, such goods require the certificate of the Customs Union.

According to the technical regulations of the Customs Union TR CU 004/2011 Safety of low-voltage equipment, a Russian TR CU certificate is required for the import of electrical equipment intended for use at a nominal voltage from 50 to 1000 V AC and between 75 and 1500 V DC.

According to technical regulations of the Customs Union TR CU 020/2011 Electromagnetic compatibility, a Russian TR CU certificate is required for the import of technical equipment that can create electromagnetic interference and/or whose functional quality depends on the electromagnetic interference in the environment. Thus, the Technical Regulations of the Customs Union certificate for goods is a binding document for the import of various electrical products and electronic equipment.



The Russian TR CU certificate is issued by authorized certification bodies with relevant accreditation from the Federal Accreditation Service. These organizations work on certification and registration certificates, and they issue the Technical Regulations of the Customs Union certificate. The Federal Accreditation Service keeps the register of issued TR CU certificate and carries out the functions of the main body of normative and technical provision systems for the Technical Regulations of the Customs Union certificate. For the purposes of verifying compliance with the characteristics of low voltage equipment and radio equipment, the TR CU certificate and a declaration of the Customs Union are used, which having the same legal force. The Technical Regulations of the Customs Union certificate provides a more complex and lengthy procedure for registration compared with the Declaration. The maximum term of validity of the TR CU certificate depends on the applied certification scheme and can be up to 5 years for serial products, and for a limited period of validity if the consignment certificate is not established. The Technical Regulations of the Customs Union certificate is issued based on the application of the manufacturer or a Russian legal entity authorized to perform the functions of the manufacturer.

The provisions of international agreements take precedence over the relevant Russian laws and regulations do not supersede national legislation in this area. Therefore, the Russian Technical Regulations of the Customs Union certificate is usually not the only necessary permit. According to international or national legislation, the Russian CCC certificate, the Russian RFC certificate, the Russian FSS notification or a Russian EAC license can be demanded in addition.

Not sure what type of tin turbine do you mean but seems like it may be the subject of the TR CU 010/2011 «ON SAFETY OF MACHINES AND EQUIPMENT» page 38. In any case we are focused on electrical equipment and radiofrequency devices so it’s better for you to contact some other certification body specialized on TR CU 010/2011 and turbines.

According to description this equipment require two declarations of conformity (DoC).
One DoC for TR CU 004/2011 “Low Voltage Equipment” & TR CU 020/2011 “Electromagnetic Compatibility of Technical Devices”. Cost USD *, valid for 5 years, lead time with test report 15-20 working days.
And the second DoC for TR CU 010/2011 “Safety of Machines and Equipment”. Cost USD *, valid for 5 years, lead time with test report 15-20 working days.
The applicant must be the authorized representative in Russia. Registration procedure requires to sign in a set of application documents in Russian and provide:
  • A copy of the constitutional documents of applicant - signed by the applicant.
  • A copy of the user manual - signed by the applicant.
  • Photos of the device and its labels.
  • A copy of the technical specification - signed by the applicant.
  • A copy of the contract of local representative between the applicant and the manufacturer.
When the registration procedure will be finished the info about your device will appear in the EAC registry.

Yes, such equipment must have a EAC declaration of conformity (EAC DoC).
EAC DoC may be issued to Eurasian Economic Union domestic company only.
The local representative must have a signed authorization agreement with the product’s manufacturer (in the case of EAC DoC issued for time period) or a signed shipping contract (in the case of EAC DoC issued for separate shipments). Also he will need a product’s user manual officially translated to Russian.
Cost & time: USD * for single shipment EAC DoC. USD * for 1 year valid EAC DoC. USD * for 5 years valid EAC DoC. Lead time 5-10 working days.
When the EAC DoC will be issued the info about it will appear in the EAC registry. Russian customs use this registry to check if a declaration exists and valid.

Different TRs have different dates of issue. So it depends on type of TR CU. Here you can find a list of all current TRs. You have to translate it, the English version seems outdated :(

Yes, you are right. TR CU certificate and EAC certificate are the same.
TR CU means Technical Regulation of Customs Union and EAC means EurAsian Conformity.
The Customs Union of Belarus, Kazakhstan, and Russia was formed on the 1 January 2010, and later renamed the EurAsian Customs Union.

I took a look at the system’s description on your website.
The system needs EAC declaration (for EMC) + RFC certificate for wireless modules.
Depends on the frequency range and RF power it is also possible, that you will need to have a EAC license.
And if your system is using some encryption (due to remote access and authentication) then you need to have a FSS notification.
Please send me a more detailed technical description of the system to get more concrete answer.

I’m not an expert in certification for explosive atmosphere. Seems like there are no international agreement to “reuse” Atex approval in Russia.
ISO 9001 certificate could be used in EAC certification to obtain a certificate with a longer validity period.
