Russian RFC certificate (RadioFrequency Compliance certificate)

is the conclusion about compliance of the characteristics of goods containing radio electronic equipment and high-frequency devices, obligatory when importing to the customs territory of the Russian Federation. The RadioFrequency Compliance certificate should be made out for various wireless means of communication:
  • Satellite stations and phones (portable, transportable or fixed) VSAT, ABS, Iridium/Inmarsat;
  • Wireless control & alarm systems, including:
    • vessel management systems,
    • traffic control systems, wireless road infrastructure, intelligent transport systems,
    • ship & shore automatic identification systems,
    • remote control devices (ZigBee, Z-Wave);
  • Relay stations;
  • Mobile communications equipment GSM/GPRS, UMTS, LTE, WiMAX, etc .;
  • Short-range devices, including:
    • IEEE 802.15.x (Bluetooth, ZigBee, NanoNet),
    • standards IEEE 802.11.x (Wi-Fi),
    • radio frequency identification devices (RFID).
  • Equipment for voice transmitting, including various radiostations, wireless microphones etc.
  • GPS, GLONASS, COMPASS navigation receivers.

It is also necessary to make out the RFC certificate on devices with built-in modules of wireless communication or radio modems:
  • PCs, laptops, tablets and mobile phones;
  • Printers & copiers;
  • Cameras, camcorders & DVRs.

In some cases the RFC certificate does not need to be made out. Usually this concerns goods using non radio frequency energy for wireless work. Thus, there is no need for registration of the RadioFrequency Compliance certificate for goods with ultrasonic radiation (often medical equipment), infrared radiation or acoustic waves. RFC certificate is not issued for x-ray machines and other types of products with ionizing radiation. In addition, the RadioFrequency Compliance certificate is not required for goods, the characteristics of which are specified as operating frequencies of rotating or moving parts, the clock frequency of processors orREFresh rate matrices.

The provisions of international agreements take precedence over the relevant Russian laws and regulations do not supersede national legislation in this area. Therefore, the RadioFrequency Compliance certificate is usually not the only necessary permit. According to international or national legislation, the Russian EAC certificate, the Russian CCC certificate, the Russian FSS notification or a Russian EAC license can be demanded in addition.

Question:
Dear Sir, Our one of the customer, would like to obtain TRCU certification for export to Russia. The item is Electrical control panel with instruments and switchgear. Please guide us on approx cost, time requirement and technical details required by you. Regards C.G.Inamdar
C.G.INAMDAR 9/25/2019 9:47:17 AM
Answer:
Dear Inamdar,
Send us a tech description of the product please.
220V AC industrial products require TRCU declaration of conformity Low Voltage Equipment (LVE) and Electromagnetic Compatibility (EMC).
220V AC home user products require TRCU certificate of conformity LVE + EMC.
Below 50V AC/ 75V DC products may require only TRCU declaration EMC.
TRCU declaration/certificate could be issued only for the resident of the CU (Russia, Belarus, Kazakhstan and so on).
So the cost depends on the type of the product and local representative service necessity.

Question:
My wireless modem belongs to 802.15.4, it's RF power is less than 10 dBm, it is working at 869.0 MHz, How can I test its bandwidth? Should I mark the max power point as A, then mark two points B and C whose power level is less than max power 30 dB, then B to C is the bandwidth, am I right? From this test method I found my modem spectrum point B is 868.775 MHz, C is 869.255 MHz ,A is 869 MHz, so the band range is from 868.775 MHz to 869.255 MHz, Can this modem pass certification test?

Answer:
Hello Wangkai,
Short answer is yes, this is one of possible methods of measurement.
More complicated answer is: ITU, GOST & ETSI use three different methods of measurement.
GOST compliant measurement requires the point A to be setup on unmodulated carrier.
Bandwidth 868.7-869.2 MHz is required for short range devices in Russia. RF power is OK.
