Russian RFC conclusion (RadioFrequency Compliance conclusion)

. The importation of goods into the territory of the Russian Federation is regulated by the national customs legislation of the Russian Federation and international legislation of the Customs Union of the Eurasian Economic Union. The national legislation of the Russian Federation provides admission onto the market of radio electronic equipment and high-frequency devices with the allowed characteristics. The legal import of such goods into the Russian Federation requires a RadioFrequency Compliance conclusion - conclusion on compliance of the technical specifications of the imported goods to the technical characteristics and conditions of use approved by the decision of the State Commission for radio frequencies.

A RFC conclusion is required for the import of radio electronic equipment and high-frequency devices, including those which are built in and those which form part of other goods. Among other civil goods under a conclusion on the technical characteristics necessary for import are various wireless communication and personal electronic equipment equipped with means of short-range communication. The RadioFrequency Compliance conclusion is also obligatory when importing various wireless devices of automation and management.



The RFC conclusion of goods containing radio electronic equipment or high-frequency devices in the Russian Federation is issued by the branches of the Radio-frequency centers (RFC) which are a part of Federal Service for Supervision in the Sphere of Telecom, Information Technologies and Mass Communications. RFC carries out the analysis of imported radio electronic goods, issues the conclusions on compliance of technical characteristics, and keeps the unified register of issued conclusions.
The RadioFrequency Compliance conclusion for the import of goods is made out for a term of 1 year. Obtaining the RFC conclusion for the import of goods is completed on the basis of the statement of the Russian legal entity (the importer).

The provisions of international agreements take precedence over the relevant Russian laws and regulations do not supersede national legislation in this area. Therefore, the RadioFrequency Compliance conclusion is usually not the only necessary permit. According to international or national legislation, the Russian EAC certificate, the Russian CCC certificate, the Russian FSS notification or a Russian EAC license can be demanded in addition.

220V AC industrial products require TRCU declaration of conformity Low Voltage Equipment (LVE) and Electromagnetic Compatibility (EMC).
220V AC home user products require TRCU certificate of conformity LVE + EMC.
Below 50V AC/ 75V DC products may require only TRCU declaration EMC.
TRCU declaration/certificate could be issued only for the resident of the CU (Russia, Belarus, Kazakhstan and so on).
So the cost depends on the type of the product and local representative service necessity.

My wireless modem belongs to 802.15.4, it's RF power is less than 10 dBm, it is working at 869.0 MHz, How can I test its bandwidth? Should I mark the max power point as A, then mark two points B and C whose power level is less than max power 30 dB, then B to C is the bandwidth, am I right? From this test method I found my modem spectrum point B is 868.775 MHz, C is 869.255 MHz ,A is 869 MHz, so the band range is from 868.775 MHz to 869.255 MHz, Can this modem pass certification test?

Short answer is yes, this is one of possible methods of measurement.
More complicated answer is: ITU, GOST & ETSI use three different methods of measurement.
GOST compliant measurement requires the point A to be setup on unmodulated carrier.
Bandwidth 868.7-869.2 MHz is required for short range devices in Russia. RF power is OK.
